Transit-Oriented Development (TOD) is a smart growth strategy that is being successfully applied in other regions of the country. The concept of TOD reflects back on traditional town centers with all of the typical amenities within walking distance. TOD also embraces technology, current lifestyles and interests, and structures these features around transit options. This diversity offers consumers choices with great location advantage over the more conventional, fragmented single-use shopping experience, the office park and the residential subdivision.
In the case of Kennedy Township, current land development policies as reflected in municipal zoning and subdivision ordinances support a "sprawl" approach to land development. Although there are many necessary services within the Township, they are located such that it is necessary to use private automobile transportation to take advantage of any of these services.
Within this context, Hanson Design Group, Ltd. and Sustainable Communities, a companion firm, developed an illustration of the TOD concept on an existing and available development site. This illustration was reviewed with the municipal council and received great interest with continuing discussions of collaboration between the private developer and the municipality to recognize and realize a different development paradigm.
The proposal includes an intermodal transit hub surrounded by convenience retail, restaurant, day care, health care, professional office, rental residential, owner-occupied residential and recreational uses. The resulting development will generate 500% of the tax revenue that would be generated by typical commercial development of the site.
